I don’t believe anything happens by chance, it is always a chain of events sometimes planned at other times not and shadow be set forth as favorable circumstances at best.

As Rowling rightly states, caboodle or timing defines success, it can be through sheer random chance or you can make your luck by critically idea about all the possibilities that a chain of events might by chance take and be prepared for them when challenge/opportunity arises. This I believe is luck and I refuse to agree to the notion that it is perpetually a random event.
